About us

Education Infrastructure Service (EIS) as a part of the Ministry manages one of the largest property portfolios in New Zealand, composed of over 2,100 primary and secondary State schools and over 8,000 hectares of land with a carrying value of $17.2 billion.  EIS is also responsible for managing school payroll, school transport and for the delivery of information communication technology in schools.  EIS undertakes around 3,000 projects per annum; a combination of Ministry and School led projects costing at least $800m per annum.

Capital Works is a team within the EIS, which has been established to manage rebuilding, remodeling and providing new schools across New Zealand.

Managing the state school property portfolio involves the single largest departmental output expense the Ministry is responsible for in dollar terms. This includes managing the existing property portfolio; focusing on upgrades and improvements to sustain the quality of the portfolio; purchasing and constructing new property to expand the portfolio's capacity to meet the demands of schooling or demographic changes; identifying and disposing of surplus State school sector property; and the management of teacher and caretaker housing.
